5.00PM - 8:00PM Tutorial A: How to Develop Citizen-Centric Online Services

Session to be led by Amanda Finnis, Victorian Department of Innovation, Industry and Regional Development

The primary goal of eGovernment is to provide online services aimed at meeting the needs of their customers. In an online world where users increasingly shape their own experiences it is vital that information and service providers aim for a truly citizen-centric online environment. Citizens should be an integral part of the design and development process, which in turn leads to customers getting what they want, when they want it, in the format they want it.

Uniting all areas of the Victorian Government, Victoria Online points to a wide array of services designed to meet the needs of the Victorian people. The Victoria Online team is in the process of redeveloping this whole-of-government website.

In this session, Amanda Finnis, the eServices manager in charge of Victoria Online will explore how to develop a citizen-centric online services. This session covers:

  • Developing an understanding of the needs of your customers
  • Providing services to meet those needs
  • Maintaining constant customer feedback to ensure your services remain relevant
  • Addressing the needs of privacy and authentication to ensure the safe usage of online services

About your executive tutor:

Amanda Finnis is Manager eServices for the Citizen Access and Transformation Division in the Department of Innovation, Industry and Regional Development in Victoria. The eServices Unit manages:

  • Victoria Online – the online gateway to state, local and federal government information and services eGov Resource Centre – The Victorian Government's repository of eGovernment initiatives and international research
  • Central Station – The whole-of-Victorian government intranet

Amanda was previously Manager of Technology Development at Melbourne University Publishing where initiatives included establishing MUP's electronic publishing program, managing an international e-books publishing project and introducing a whole-of-company content and workflow management system with automated book layout capabilities. Prior to retraining in ITC Amanda worked as an editor in the publishing industry.

5.00PM - 8:00PM Tutorial B: Delivering Online Shared Services to the Whole of Government: Lessons Learnt from the UK

Session to be led by Jim Purves, UK Cabinet Office

The UK Government Gateway initiative is led by the UK Cabinet Office and in this highly interactive session, their Head of Product Strategy will field all your questions and share his experiences with you. Jim will present on three separate topics during the workshop and field all your questions on each. The topics to be covered are:

1. How the UK Government Gateway currently delivers customer-centric services

  • Solving the issue of multiple identifiers across government systems
  • Citizen and business identity verification
  • Delegation of rights to a third party to work on the customer’s behalf
  • Strong authentication for secure services without using a PKI
  • The Government Gateway roadmap

2. Identity interoperability and the UK Government Gateway

  • Brokering of identities between multiple government identity providers and service providers
  • Brokering of identities with the private sector
  • Identity interoperability across the European Union
  • The trust model and accreditation
  • Identity standards

3. Delivering the UK Government Gateway as a shared service

  • The first shared service, live since 2001 and the numerous lessons learnt
  • Governance structure and funding
  • Take up of the UK Government Gateway

About your executive tutor:

Jim Purves is the Head of Product Strategy for the UK Government Gateway. Prior to his appointment, Jim’s roles were Head of Products for the eDelivery Team and the Product Owner of the Government Gateway. Whilst working for the Cabinet Office, Jim has successfully defined the strategic direction of the Government Gateway to deliver shared service solutions to meet pan government customer requirements. In September 2006, the Government Gateway was awarded the Liberty Alliance Identity Deployment of the Year award. This was based on the successful work Jim led that achieved collaboration between Microsoft and Sun to deliver a pan government interoperable solution for a single sign on. Jim is leading on several strategic agendas to enhance the Government Gateway, including pan government identity interoperability for public sector workers, cost-effective strong identity verification for citizens and identity interoperability across the European Union. Prior to joining the Cabinet Office, Jim ran the operations of a software development company, having previously worked with Accenture for a number of years.
